A brief discussion on neighborhoods in Arica wich includes Google Earth eyeballs and some pictures, the aproximate location in the city can be see here

Whealtiest expensive homes (around US$ 200.000 forsale US$ 800/month for rent)
 
La Lisera: it is a small neighborhood with big and nice homes in front of sea, clean but noisy due the cars at nigth and lot of barking dogs  see slideshow here,

Entrada de Azapa: the new rich moved there, condos and luxury homes in quiet enviroment, some lots -the most expensive- are up 5.000 sq. mt.parcelas, there are also cheaper homes and apartments in new condos, away from downton, auto is required

Saucache sur: it is a small neighborhood with big and nice homes in an enclosed and quiet place nearer than entrada de Azapa, but still away from downtown, auto is not required but advisable

Middle high nice homes somewaht pricey (around US$ 100.000 forsale US$ 400/month for rent)

Condominio Las Palmas, condominium with 2 floor paired homes, 3 dorms, most of  then are amall around 80 sq mt safe and very quiet neighborhood, not away from downtown, there are a building in the area with nice 80-100 sq mt apartments

Magisterio, big space 200 to 400 sq mt lots, nice homes, not so quiet as Las Palmas, not away from downtown

Luis Beretta big space 200 to 400 sq mt lots, nice homes, noisy neigborhood, some 2-3 km away from downtown

Middle
Pedro Lagos-Ginebra, Tierras Blancas, some good ample homes, noisy area, inundation zone in case of tsunami, near Chinchorro Beach

Villa Hamburgo, middle sized, homes quality middle to low, noisy, away from downtown

Downtown-Casco Viejo, mostly old constructions, usually noisy

Mixed (middle - low) all those areas are similar, a mix of good and humble homes, main problem is garbage collection
